Highland Development Services (HDS) was started in November of 2018 at the request of existing clients, desiring the level of commitment and service provided while working with other firms. We are proud to be associated with Landmark Homes and our dedication to assisting them in creating exceptional communities in our own towns and cities of Northern Colorado. HDS has broad experience within subdivision design, single family and multi-family developments, but also with higher education facilities, K-12 schools, municipal facilities, roadway and infrastructure design, etc. We are in an exciting time where communities and people are encouraging creative ways to reduce our community and environmental impacts along with future outlooks to become more efficient and sustainable.
Land Planning

Highland Development Services help our clients expeditiously receive legal approvals, permits and recorded documents required from local jurisdictions and districts to develop land for a specific purpose. These entitlements are crucial for any real estate development project, as they authorize landowners and developers to modify existing infrastructure, connect to utilities, manage storm drainage, build roadways, and construct buildings. Entitlements encompass a wide range of criteria, requirements, and codes and include zoning and land use approvals, subdivision, easements, utilities, site grading, and roadway plan approvals, ensuring that our developments align with community standards and local regulations.
Transportation
Highland Development Services has been involved in the planning, design, and construction of transportation projects throughout Northern Colorado for over 20 years. Water Resources
Highland Development Services believes that Northern Colorado needs creative approaches to water resources engineering that allow developers and municipalities to build potable water, wastewater, irrigation, and stormwater projects economically, while still ensuring dependable utilities and sustainable waterways for all our neighbors. Construction Support
Highland Development Services offers all of our clients efficient construction engineering support that encompasses a wide range of services crucial for the successful planning, design, and execution of construction projects. Our services include cost estimating, material quality assurance, addressing contractor requests for information (RFIs), field investigations, plot plans, shop drawings, as-built plans, grading and drainage certifications, and elevation certificates. By providing skilled construction support through the build-out phase of the land development projects we work on, Highland gives our clients the confidence of having an expert heavy construction professional team member involved throughout closeout and acceptance of their land development projects.
