At Highland Development Services, our client-focused, expert land development professional services strike a balance between collaborative Ingenuity and our commitment to creating safe, vibrant communities. Our story began with a shared passion for serving our valued clients in the Northern Colorado land development industry. By fostering a culture of open communication, delivering a wide range of land development expertise, and providing heavy construction acumen, our clients began to ask, “Why not create your own firm with a culture that values your passions for service, problem-solving, and innovation?” So, we did just that. We opened our doors in November of 2018 and never looked back!

Our company is more than just knowledgeable land planners, designers, engineers and construction managers; we are skilled professionals with more than 50 years of combined experience transforming challenges into opportunities and upholding an obligation to our clients for overcoming jurisdictional red tape and for pushing the limits of what's possible in the land development arena. At Highland, we view our client’s projects as more than just designing and building infrastructure improvements; it is an opportunity for us to contribute to Northern Colorado’s thriving communities!

Meet Our Team

Jason, a proud Coloradan, grew up in Elizabeth/Kiowa and attended CSU where he achieved a Bachelor of Science in Civil Engineering. Jason has over 22 years of civil engineering experience and is a registered professional engineer in Colorado and Wyoming. He has a wide breadth of municipal, educational, residential, and commercial project experience. His jurisdictional relationships and familiarity with Northern Colorado municipality standards and approval processes contribute to efficient and successful project approvals and buildouts. Jason has completed many land development projects, including affordable housing ventures, large single-family residential communities, CSU campus improvements and mixed-use commercial developments. Jason is also a LEED AP © professional and has contributed to civil designs that helped achieve extra points toward successful LEED certified projects. Jason continues to enjoy life in Northern Colorado as an upstanding husband, father and business owner, while serving our land development clients and providing exceptional ingenuity for our thriving communities!

Tim grew up in the Los Angeles area and attended Cal Poly Pomona where he achieved a Bachelor of Science in Civil Engineering with environmental emphasis. He is a registered professional engineer with over 26 years of civil engineering experience in Colorado, Wyoming, and California. Tim’s previous roles include land development project civil engineer, project manager, regional office manager, business development and client manager. His experience includes practice in both private and public infrastructure design and construction ranging from industrial, commercial, single & multifamily residential and municipal infrastructure engineering. Tim is also a Certified Floodplain Manager (CFM) and has worked with many City, County and State jurisdictions within Colorado, CDOT, FEMA, and Army Corps. Tim has been successful along the northern Front Range of Colorado producing comprehensive, constructible and sustainable site construction documents and drainage reports. In addition to project engineering, staff mentoring and project management work, Tim understands the importance of providing our clients with clear communication, value-engineering and innovative problem solving! Tim continues to enjoy life in Northern Colorado as an upstanding husband, father and professional civil engineer, while serving our land development clients and providing exceptional ingenuity for our thriving communities!

Zach grew up in Andover, Kansas, and attended Wichita State University where he earned a Bachelor of Science in Geology and a Master of Science emphasized in Petroleum Exploration. Before transitioning into civil design, he worked for seven years as a staff exploration geologist and well site geologist, gaining valuable experience in project analysis, problem-solving, and field operations. For the past three years, Zach has served as a design engineer with HDS, focusing on residential and commercial projects throughout Colorado’s northern Front Range. His unique background in geology and petroleum exploration provides a strong technical foundation that enhances his approach to site design and development. Outside of work, Zach enjoys Colorado outdoors through hiking and skiing, spending time with his two border collie —who are regulars at the office—and prioritizing time with family.
